The financier purchased a more modest island - Little St James - back in 1998, but subsequently obtained the more expansive Great St James in the year 2016 for a sum of $22.5 million.
This visual evidence suggest he had formulated ambitious plans to develop the substantial island by erecting residences, an amphitheatre, an underwater office and a pool.
You can see the blueprint is Pillsbury Sound, a strait in the territory, noted on the bottom right.
The architectural drawing is covered in notations in red and contains a notes section identifying distinct sections of the land.
Accompanying the main plan are what appear to be nine other construction diagrams and construction drawings, featuring designs for marina coverings.
