UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest poll of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that 60% of councils are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which includes several urban centers, also found that more than 70% of councils will have to increase council taxes next April to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week further found council budgets being strained by the growing number of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties facing local leaders across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and demand,” said a council leader.

“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the study found.
